Imo, yes. The primary strength of Eleonora's is the weapon art (if you can call it a strength at all, it's kind of clunky), so there isn't a lot of benefit to running a second. I also generally think double twin blades is kind of a meme anyway, but if you wanted to use it, a different twinblade with seppuku would be much stronger.

Check the stats. It should show you the base damage and scaling damage this way: XYZ + XYZ. Bugged weapons only show the base weapon damage and no "+" or any kind of number after them.
