In all of the difficulties (Builder, Survivor, Apocalypse) the setting is put to 0-30 days for water shutoff, same for electrical shut off. So if you have bad luck, you could have one or both shut off on day 1, scant hours into the game. #2.It's not a strict start/end date. There's a fairly realistic climate system built into the game. That said, Summer is roughly Jun-Aug, Autumn is Sep-Nov, Winter is Dec-Feb, and Spring is Mar-May. You might have a cold summer though, or a warm winter- Depends on how the climate shifts pan out.
