Dex honestly is the wrong match for melee horizen walker imo if you want to maximize. The subclass bonus action is amazing and that eating every bonus action makes two weapon fighting melee impossible so you are heavily handicapped going dex. Hello, I recently started a Rogue/Ranger Horizon walker build. while everything may not translate perfectly I'll give my best advice. Paralyzing arrows is to unreliable to use and even if you try to build towards it with Enchantment DCs it won't make to much a difference at higher levels.

Alternatively a ranged ranger as per the usual builds is fairly self explanatory. You could go a bit more interesting perhaps though to capitalize on the Close-range nature of the Horizon walker. Normal Longbow Ranger, Sharpshooter and Archery is fairly self-explanatory.
