The magic fang would help too but wouldnt be as lifechanging as blowpipe, or as useful for toa as serp helm. I do it easily without brews and lower stats. 100% not necessary to run brews/restores unless youre trying to do anything over 150.

You can see in the screenshot that the scythe attacks 20% slower, has a much lower max hit, and a much lower accuracy than the partisan. If it didn't factor in the 75% dps boost then the shown dps would likely be closer to half that of the pattisan, but instead it's only slightly lower.

It's close-ish to zamorakian hasta with the hasta being 3.8% ahead. (This is without rigour and 99 att/str/ranged) With rigour, bowfa is ~3.5% ahead of hasta at base stats.
