Naoto's Hama/Mudo- Spells are quite handy because I can free the MC from killing duty so I can l level up any persona I want. I gave Naoto all her insta-kills (Hamaon, Mahamaon, Hama Boost, Mudoon, Mamudoon, Mudo Boost), that makes her just as good at them as any MC persona could be (save for the two unique specialists).
Surt's got the better affinities/moveset, Mada has a higher base level and would start with higher magic. Oh yea, and Mada has the natural boost and amp, notable if you don't feel like passing Fire Boost to Surt.
