Some phones experience the opposite bug in Android 12. Those phones always display a voicemail notification, even when there isn't any voicemail. The phones that experience/experienced bug #2 are not necessarily the same phones that experience bug #1. I noticed within the notification on the watched appeared the same icon as my samsung txt message app on my phone. I went to my txt messages app. (voice mails do not appear here for me) and I searched for voice mail. This pulled up the chain of every notification for voicemail I have ever received on my phone.BTW, you will first see the little blue phone icon, notifying you of a Missed Call.
