I had this issue in concord, the backpacks of the commonwealth mod was messing with precombines and I got this exact texture glitch there, I forced the game to enable precombines and culling through ini. [General] bUseCombinedObjects=1 bPreCulledObjectsEnabled=1 So some mod is probably breaking your precombines.

I'm at the point where Tinker Tom and Deacon get in the vertibird and you take off to go to the Prydwen. Everything seems to go fine until the Brotherhood gives permission to land, and then the vertibird just flies off to the northeast forever, eventually glitching through the terrain. So, I moved FO4 HD Reworked Project to the top as suggested and tried that out first. When I went to the locations the glitch showed up, they didn't appear. So it seems like that's a mission success!
