Your Ford 1320 probably has a PTO safety switch that is activated because the PTO is engaged, this is why the tractor won't start. Jumper the PTO safety switch wires and it should start. To adjust that there is a hole in the shaft that the clutch pedal is clamped to, loosen the bolt in the pedal put a pin in hole pullshaft clockwise till you feel it contact inside, hold it get clearence for pedal underthe stop and tighten bolt TIGHT.
