A good strategy is equip Cecil with the Crystal Mail (it prevents the Berserk status) and the Draw Attacks, Counter and Brace augments, place him in the back row, and place Stardust in his top ability slot. Each time he is attacked, he will use Stardust. Remember to use Brace to reduce the damage. The battle should end in about three hits.
