Since pushing more frames out demands more system resources, your fps should fluctuate. But if you cap it at 30 fps, there's a constant stream of system resources and should be much more stable.

The game should never be half speed at 30 FPS. You don’t have this set up right. Post your log.txt. As for the screen tearing. Cemu vsync is pretty hot or miss in recent builds. Sm3dw is actually one of the worst offenders. Disable cemu vsync. Enable vsync and triple buffering for cemu in nvidia control Panel. 5.
