Villager skill gain depends on the amount they craft and the value of the item they craft. That's why extraction is hard to level up. The make a lot of stuff, but it just isn't worth much. You know, gathering sticks and straw, or digging for clay. So I guess the mine would be your best bet. Ore is, relative to sticks and straw, somewhat expensive.

Creating this synergy gets a lot easier as you get further along with the high level buildings because they tend to accommodate more workers and the tech levels required unlock the higher level schematics and recipes. Word of advice: do NOT get too many villagers early on. Villagers are a liability until their skills improve. You're going to have to pick up the slack (preparing meals, making tools) until they've skilled a bit.
