Second, the rifle rifle will be heavier resulting in a more stable platform and less recoil. Third, the barrel is 24 in long vs the 22 and change on the Tikka resulting in a slightly faster bullet, not much, but some. Just my .02. The tikka is better over all. You can get a full howa set up for under 300. A base tikka will run 500-600. I don’t think the tikka is 2x as good as howa but not everything in life is linear, you pay more of a premium for better stuff.Re: Ruger American and Tikka T3 I can't speak about the Ruger, but my Tikka is a 3/4" gun with factory ammo. It has a good adjustable trigger. The thing I don't like about the Tikka is the safety. You can't unload the gun on safe. It's like the Browning A-Bolts, which they changed with the X-Bolt. I also discarded the rings that came with the gun.
The Tikka is certainly a notch above the others, but it is also significantly more expensive in my opinion. Ruger, Savage, Mossberg, etc there is a group of rifles in that lower price range, that are all similar, each has its pros and cons. I went with the Ruger American Predator (RAP) in 6.5 Creedmoor.
What I can't seem to find is a direct comparison between the Predator and the T3X. I found some older comparisons between a regular Ruger American and the older T3 but that's about it.
