I just got done mowing and when I parked my 1988 520-HC with the 20hp Onan I noticed the engine was surging at idle between 1500 to 1700 rpm and the vacuum gauge fluctuated between 4 to 13hg. Once the engine warms up and at full throttle the surging is still noticeable. Surging is generally indicative of a lean fuel condition. Be sure there are no air leaks at the intake manifold. The easiest way to check this is to spray Wd40 (or similar) around the intake manifold while the engine is running.The main fuel adjustment is the screw on top of the carburetor.
