The upstream O2 sensor isn't just for the cat, many cars use it to adjust A/F ratio. It shouldn't have any spacers or defoulers or other crap on it. Rigging the defouler will fail visual inspection if your state has it. Even if it doesn't & some shop working on your car reports it in future, it could theoretically end up a 5 figure EPA fine.
