In addition, the three passenger window controls are dependent on the lock/unlock switch at the driver door to be in the unlock position and working.

The window power wiring goes from the breaker to the power window relay, which is normally closed whenever the ignition key is at ON, and from there to the switches. More than likely it is a faulty window drive motor. They are a bit of a pain to replace but it can be done with some patience. Seagrass.
