I have completed the mission by non lethal force, reported my progress to Regina, got my Cash and Street Cred, then that encounter was marked as complete. Then I killed them, and got another cash reward and street cred again. I'm still not sure if it has any long term effects, since I haven't complete them all.
As long as you don't cause dismemberment, you can shoot them with regular guns until their health hits 0 and they'll fall down. As long as you don't shoot them when they're down you'll get credit for the nonlethal takedown. I've done all of them multiple times with the Dying Night spec'd for damage. Yes and yes. They can be safely knocked out with non-lethal DoTs like Overheat, Short Circuit, and Contagion, which will stop the DoT on incapacitation. The game doesn't seem to differentiate between lethal and non-lethal damage being dealt to incapacitated targets. That came in 1.2 because people kept killing pyschos by accident. Hack them using Short Circuit or Overheat. EMP grenades. Shoot their legs. I use the Quick Hack Cripple Movement then walk behind them and grab them. From there use Non-lethal Takedown option and done. Works even if they are at full health. Non-lethal, and/or not being detected. But for the cyberpsychos, as long as you reduce their health to zero, that will defeat them.
