The issue is that you can create a brand new A19 on a world generated with A18. The game gives you no warning. An A18 generated world creates the primary problem of no traders existing. This concerns with A18 generated worlds (again NOT saved games) is NOT clearly communicated to users.

You did X number of Tier 1 quests from one trader, then that trader would give you a "Special" quest to establish a trade route, where you would find a new trader that would offer Tier 2 quests. Trader Joel is now Closed - Now GTFO. I read somewhere in the patch notes that the trader teleport has been "tweaked" so as to not port one into a POI (in A20 I never had this issue, so my guess is it is new with A21) so, out of curiosity, I started a fresh game, made my way to the nearest trader, and then waited for the time out.

After they move into the compound, every seven days, the hordes attack and you have to defend the compound/trader. The car guy for example (forgot his name) offers 2-3 Vehicle books per day while Joel offers none.
